Project Portfolio Program Leader (Director)

Job Description:

The Position Purpose The Project Delivery team is accountable for the design and construction of capital projects in the Pharma Division with focus on Pharma Technical Operations (PT). Within the Project Delivery team, the Program Lead has the accountability for driving the CAPEX program, including strategic projects, program management, expense and capital projects, etc) for the Oceanside site. Responsible for effective program management of all project phases including planning, execution, control and closure, assuring that the investments are able to achieve functional, strategic, and financial goals. The Program Lead reports to the Head of PTA Project Delivery. Work is self-directed. Key Responsibilities/Tasks * This position will provide best practices and guidance to the assigned Site Stakeholdersand project management organizations, to ensure effective project execution planning and execution, across a wide variety of business projects (e.g. Capex, sustainability, refurbishment, innovation, product transfers). * Responsibilities shall include developing business cases for capital projects to ensure thatresulting projects deliver as agreed to plan, with minimal business impact and optimal sustainability outcomes. and delivering best value for the investments. * Following business case endorsement, responsibilities shall also include oversight andgovernance of project approvals (scope, cost, schedule, delivery) and ensuing project execution. * This position shall have as a key responsibility the selection of key strategic Supplier forproject-program execution, including the ensuing Supplier relationship management to ensure effective and predictable project delivery while partnering with key stakeholders such as procurement, * Collaborate closely with the Site, PT functions, colleagues in Site Operations (Facilities &Engineering, MSAT, Quality, Procurement and Finance), Roche PTA functions, and Roche Corporate groups (Supply Chain, Development), to ensure alignment and prioritization of the portfolio of Site project projects to identified strategic focus areas. * Lead the Site Capital Governance Board that oversees the approval of proposed projects'options analyses, cost and resource allocation, and resulting benefits realization. * Drive PT and PTA business improvement objectives (including Asset Strategies, AssetLife Cycle Management, Sustainability, Innovation, Network supply), to assure delivery of projects that provide the best value to the Site and the network. * Develop and provide leadership to the Site Project Management discipline to ensurepredictable and consistent project management results, incorporating scalable project management lean and agile best practices. * Ensure program and individual project planning and execution adheres to the continuouslyimproved and updated Engineering Manual requirements for project management processes and principles (as applicable and appropriate for the projects) as well as to the Engineering Technical Standards. * Participate as a member of the Project Delivery team, partnering with peers to ensureenterprise wide alignment and consistency of processes and standards. * Ensure that project management tools are consistently utilized to achieve project goalsand objectives and to deliver successful projects. Complies with Roche Quality policies and Roche Pharma Code of Conduct. * Work with project teams and Stakeholders to create efficiencies through streamlining andcontinuously improving the overall project planning and execution process. * Engage with the Site Leadership team and across network and PT functions to developand deploy a forward-thinking, customer-centric approach. The incumbent will be part of the site extended leadership team, supporting the overall site strategy. * Make program-related scope, cost, and schedule decisions in consultation as appropriatewith program Stakeholders * Effectively communicates with and influences all levels of the organization includingexecutive management. Exercises excellent judgment in determining appropriate program communications to internal and external stakeholders. Provides regular project status updates and presentations to executive management and the broader organization. * Provide strong program team leadership and champions program team collaboration.Influences and negotiates with program team and program Stakeholders to gain alignment amongst conflict without damaging relationships. * Pursue professional development and continuous performance improvement. Inconsultation with senior management identifies annual development goals. As requested, mentors and supports project management and engineering colleagues in improving project performance and achieving development goals. * Proactively partners with other groups/functions within PTA Global Engineering andFacilities Services and with partners (Site, Finance, Procurement, Informatics, SHE, Planning, Legal, etc.) to set and meet program objectives, adhere to business processes impacting program planning/ execution and to implement business process changes. * Proactively partners with assigned clients and Stakeholders (Site, Biologics, SmallMolecules, Pharma Technical Development, Pharma Technical Innovation, Research and Commercial) to develop, plan and execute capital programs that support Site, network and overall-business objectives. * Effectively and constructively challenges the status quo, within and beyond Roche andGlobal Engineering, identifying better ways to accomplish department and program objectives. * Acts as an advocate for new processes, procedures, technologies and techniques withinand beyond Roche. * Accountable for people development, training and performance management. Theseactivities are required to ensure that the team members are prepared to fulfill the business requirements according to the workforce and portfolio plan. * Responsible for creating an environment for the team to learn, develop and grow - bothfrom a leadership and technical perspective. This involves identifying and providing opportunities for professional development in engineering capital project delivery, as well as transferable skills (e.g. communications, teamwork, planning, leadership), and includes evaluating, recognizing and rewarding successful performance. * Will publicly represent Roche and present at industry and professional forums.Qualifications Education & Experience * Bachelors Degree or above, preferably in Architecture, Manufacturing Technical Services,or Engineering (Automation, Electrical, Chemical, Civil, Facilities, Mechanical, Process, or Industrial) with 15+ years successfully managing projects, with at least 8 years managing large and complex facility multi-disciplinary teams and projects. * 10+ years of successful experience in project/portfolio management and execution, withrelevant GMP experience.. * Record of successful experience in managing project teams' execution of a portfolio ofdiverse projects, with a wide range of varying levels of complexity. * Graduate degree or certification in Project Management (i.e. PMI certification) oradditional relevant management training desirable. Knowledge/Skills/Competencies * Exceptional leadership, interpersonal communications, negotiation, collaboration,strategic consulting and management skills. * Demonstrated ability to lead with and without functional direct-line authority, effectivelyengaging key Stakeholders. * Demonstrated experience to lead business transformation, while developing a culture ofcontinuous improvement, collaboration and engagement. * Proven expertise in effectively applying and/or developing advanced project managementtools and methodologies, including project controls, design, execution, sustainability, commissioning & qualification, handover. * Proven ability to align and provide leadership to a project management organization(composed of indirect and direct line-reporting staff) across diverse teams and competing priorities and objectives. * Well-developed understanding of the Site's "Right to Operate" and"Make-Assess-Release" mission. * Strong understanding of basic principles of several engineering disciplines. Understandsproject risks and integration implications. Understands facility end-user operational needs and principals, and acts as an advocate in helping Site and facility end-users develop and establish functional organization.
