Job Description:
DEFINITION
Under general direction from the Executive Director, the Chief
Procurement Officer provides leadership and oversight for the
District's procurement and contract administration functions. This
position is responsible for ensuring compliance with legal and
regulatory procurement and contracting requirements and ensuring
timely completion of procurement and contract activity to meet the
needs of the District. Additionally, this position provides
guidance and training for direct reports and staff across the
District to ensure that a professional, high-quality work product
is consistently produced.
Distinguishing Characteristics
This position is distinguished by its overall responsibility for
leadership and management of the procurement and contract
administration function relative to goods, services, and public
works projects in support of all District operations. They are
responsible for driving the direction, planning, and procedures
within the assigned area to ensure the implementation of best
practices and compliance with applicable federal, state, local, and
regulatory agency laws, rules, and grant requirements in all
procurement activity. Additionally, this position ensures the
District fulfills its fiduciary responsibility to the public to
ensure the expenditure of public funds in an open, competitive and
legal manner. This position is at-will in accordance with the NCTD
Employee Handbook.
Supervision Received and Exercised
The Chief Procurement Officer reports to the Executive Director and
is required to work closely with and receive direction from NCTD's
General Counsel. This position has direct supervisory
responsibility for staff positions and may also oversee the work of
consultants and contractors. Further, this position is expected to
participate in the sharing of expert knowledge and as a vital
member of various project teams that may be instituted.
Working Conditions
Normal working conditions for this position are in both an office
and field setting. Business travel may be required periodically
between District sites, governmental agencies, consultant's
facilities, and other locations as required.
