Job Description:
The Human Resources Director is responsible for managing and
overseeing all aspects of human resources activities in general
personnel management including, compensation, benefits,
employer/employee relations, labor relations and negotiations,
recruitment and selection, classification, workers' compensation,
training, employee and organizational development, and the drug and
alcohol program. Ensures human resources functions are conducted in
accordance with all applicable federal, state, and local laws,
rules, and regulations. Distinguishing Characteristics The position
is distinguished by its overall responsibility for the management
of the Human Resources Department to ensure that District-wide
personnel and organizational development needs are fulfilled with
the highest levels of service and support. Emphasis is placed upon
successful and effective collaboration across the District to
promote the ongoing development of a first-class Human Resources
Department. S/he works closely with closely with all Divisions
within the District, interacting with staff at all levels. The
individual in this position is designated as a Confidential
Employee as s/he will be privy to highly confidential and sensitive
information on internal District matters pertaining to the
decision-making process on matters relating to potential and
current litigation, labor relations and/or personnel and
employment, and other items of general legal and/or liability
concerns. This position is designated as "at-will" in accordance
with the NCTD Employee Handbook. Supervision Received and Exercised
This position reports to the Chief Administrative Officer and is
responsible for the direct supervision of department staff. This
position provides advice and counsel and/or guidance to the work of
other managers relative to human resources matters. This position
is expected to participate in the sharing of expert knowledge and
as a vital member of various project teams that may be instituted.
Working Conditions Normal working conditions for this position are
in both an office and field setting. Business travel may be
required periodically between District sites, governmental
agencies, consultant's facilities, and other locations as required.
Due to the nature of transit operations, job duties necessitate
working beyond normal office hours to accommodate staff needs which
include evening, nights, weekends, and holidays.
