Summary This position is responsible for determining participant
eligibility, ensuring all documentation is provided in an organized
fashion, and enrolling participants into the WIOA (Workforce
Innovation and Opportunity Act) Adult and Dislocated Worker program
for participants in the America's Job Center of (AJCC) California
Network (referred to as career centers) located in North County
(Oceanside, CA). This position provides intake, coaching to
customers on program requirements, eligibility, and application
assistance. The position will focus on the designated program, as
well as other assigned special projects or programs. The Work
Intake and Eligibility Oversight
- Coordinates overall online and in-person intake, assessment,
and orientation process.
- Determine program eligibility and accurately complete required
documentation for enrollment.
- Ensure applicant understands the parameters that specific
program offers.
- Demonstrates, maintains, and communicates programmatic policies
and procedures.
- Partners and assists Rapid Response Business Service
Representative in rapid response orientations and outreach.
- Assists the Training Development Coordinator with participant
eligibility for training projects.
- Provide referrals as needed to local partnering agencies
through partner portal.
- Provide clear guidance and expectations of customer program
participation.
- Input data collection and update all progress in program
designated data tracking systems.
- Maintain an organized database of customers and keep detailed
documentation of all enrollments.
- Maintain customer files.
- Serve as an initial point of contact for walk-in
applicants.
- Conduct orientation for new customers, as needed.
- Ensure that enrollment goals are met.
- Work with the team on implementing processes that increase
positive customer engagement.
- Support off-site events and affiliate/specialized
locations.
- Other responsibilities and duties as assigned. Performance
Management
- Ensure that we are meeting 100% of our enrollment goal per
quarter.
- Seek enrollments from high barrier/disadvantaged
populations.
- Follow guidelines set by the Customer Experience team to ensure
that exceptional customer service is provided to each
participant.
- Follow the internal policies and procedures that are in the
Workforce Partnership's Operations Manual. System Alignment
- Work alongside the Training Development Coordinator (Training
team) to conduct eligibility for training initiatives.
- Work in partnership with the Sector Initiatives team to conduct
eligibility for training initiatives.
- Work in partnership with the Business Services team to conduct
eligibility for training initiatives.
- Work with partners to conduct eligibility for dual and
co-enrollments. Requirements What You Bring
- Genuine desire to help people with their employment and
education goals Compassion, patience, and commitment to teamwork
are essential.
- Associates degree in Education, Social Work, Human Resources,
Public Administration, Business Administration, or a related field
or equivalent work experience; and at least 2 years' experience
providing eligibility, determination for program services; or an
equivalent combination of education and experience
- Knowledge of WIOA regulations and policies and CalJOBS is
helpful, or similar to a public-funded program. Ability to
prioritize tasks and document visits and contacts.
- Bilingual (Spanish required).
- Demonstrated telephone, computer, and written communication
skills.
- Ability to communicate effectively with people of all
socioeconomic and situational backgrounds.
- Experience in external agency coordination.
- Comfortable presenting information and educating small
groups.
- Ability to provide optimal customer service, to include acting
as a customer advocate, utilizing a customer-centered
approach.
- Ability to maintain flexibility as required by the
contractor.
- Experience in external agency coordination.
- Demonstrated history of setting goals and achieving
results.
- Skilled at leading timely completion of multiple projects in a
fast-paced environment.
- Outstanding ability to identify new methods, better approaches,
and integration of other ideas.
- Willingness to engage in department and organizational-wide
efforts.
- Excellent customer service skills and executive presence.
- Excellent verbal and written communication skills with
exceptional attention to detail.
- Passionate about and able to clearly articulate the Workforce
Partnership's Mission and Vision.
- Skilled in the use of Microsoft Office Suite and comfortable
with exploring innovative technology to increase effectiveness of

this position is $26.44-27.40 per hour, plus bilingual
